To get Raikou in Pokemon Scarlet & Violet: The Indigo Disk DLC, you will need to get the Raikou Treat from an NPC named Snacksworth. Snacksworth will only spawn after you have completed the Indigo Disk DLC. You will find him at the entrance of Blueberry Academy. Talk to him to get a clue regarding the location of Raikou.

You will only get one clue for every ten BBQ quests that you complete. Also, it is completely random on which of the 25 Legendary Pokemon you will get the clue for. So, keep completing BBQ quests until you get the Raikou Treat from Snacksworth.
