To get this spell, you have to defeat Ming General Liu Cheng’en at Snowpeak Pass in Cloudspire. You won’t even be able to challenge him unless you’ve illuminated the region, which means either activating specific towers or clearing out important enemies.

If you cast again quickly, your character delivers a heavy downward strike that slams into the target.
